Development Progress and Information
The lagoon that fronts the development site is named Vaipua. In Tongan Vaipua means “Water Flower” hence our name Vaipua Sanctuary.  The six half acre sections are all elevated on a hillside leading down to the lagoon. The North West views look over the water to bush laden land on the other side. The ambience of the property is one of solitude set in native leafy trees. Some clearing of the trees to open views and building sites is completed.  This has been done in an environmentally friendly manner as the bush is virgin.

The sound one hears on the property is mainly bird song with an occasional church bell faintly ringing in the distance. You will hear no car noise and there is very little activity on the lagoon except the splashing of fish. The back of the property is tree lined and adjoins farm land with the occasional cow in view next to the road leading to the property.  

Improvements to the property include an all weather white coral road with side drainage. Town supplied water has been completed to the property as well as 240 volt power. Doug Conley (see bio’s) has built and lives in a manager’s bungalow on the property with an adjoining out building.  The bungalow was designed and purchased from Timber Construction Solutions Ltd and shipped to Vava’u via container.  TCS Ltd is a New Zealand based company that specializes in pre fabricated tropical homes. These homes are cyclone certified and engineered to withstand winds up to 70 meters per second. (see www.tcs.net.nz)

An obvious key to the development is Doug Conley, his building experience and his many contacts with the locals.  Doug loves Vava’u, has completed numerous developments there, and will be the “go to” person and builder for the Vaipua Sanctuary. He is presently working to complete access to the wharf to be built. (see section site plan for location).

The developers have purchased a 6.1 meter Surtees fishing boat with a 100 HP Yamaha which will be shipped to Vava’u. This boat may be available for fractional ownership investors who are interested. There are excellent swimming areas on the property, but no sand beaches. Sand beaches are only minutes away via boat or car. The location of the property provides privacy, security and easy access (less than 10 minutes) to the village of Neiafu.  Additionally the airport is only 15 minutes away.  Best of all the property provides safe swimming, snorkeling and easy boat access to the wonderful archipelago of Vava’u.

 

 

Inroduction and welcome to Vaipus Sanctuary

Polynesian Holidays Limited (PHL) is a New Zealand owned business formed in 2007. The purpose-built
company is registered in Tonga with full rights to own and develop leasehold land for the construction and sale of holiday accommodation.

Win Charlebois is a New Zealand citizen based in Auckland. He was raised in the United States and served as a naval aviator aboard American aircraft carriers in the Pacific.

In 1974, Win and his wife Linda began a two-year sailing odyssey through the South Pacific. Aboard their yacht, Fantasia, they cruised the waters of Hawaii, Tahiti, the Cook Islands, Niue and Tonga. During this time he developed a true passion for Polynesia and great understanding of its people and contrasting cultures.

For the past 15 years Win has served as Managing Director of The Diamond Shop, one of New Zealand’s leading wholesale and retail jewellery dealers. He is responsible for the successful sale of The Star of New Zealand, the only million dollar diamond ever sold in New Zealand. (google win charlebois )

Win has also developed several residential properties in New Zealand at Sandspit, Waiwera and
Epsom, Auckland. He is the Managing Partner of Polynesian Holidays Limited.

Doug Conley

 

Doug Conley is a New Zealand citizen residing at Vaipua Sanctuary, Vava’u. Born in Australia, he served his building apprenticeship in 1970 with Fleur Construction in Queensland.

Following a move to New Zealand, Doug developed rural land and managed a construction company on Great Barrier Island for a period of seven years.

In 1984 he was appointed Construction Supervisor with Fletcher/Short to build holiday accommodation in the Cook Islands. He returned to Rarotonga in the early 1990’s to supervise construction of the library and museum in Avarua.

In 1998 Doug moved to Tonga with Fletcher/Royco to construct the ANZ Bank Building in Vava’u. Following a contract in Tahiti, he resumed with Fletcher to supervise the construction of two Mormon churches in Vava’u.Within the past two years, Doug completed construction of the Reef Resort, and has commenced clearing and building the Vaipua Sanctuary project.

Doug Conley is key to the development, his building experience and his many contacts with the locals.
